use HSPE for correction of inconvenient positions & glitches, the many dynamic parts will give reason to do so ¯\_(ツ)_/¯ by the love of god, please use HSPE ⚆_⚆
the underskirt has no half-state since it's just an complementary piece (ง •_•)ง
⛔skirt's glitching on your character/position ❗❓ check this 🔷 beautiful tutorial 🔷 on how to fix/avoid dynamic-cloth clipping
↪ you can adjust the dynamic parts manually with HSPE/advanced mode, either via plug&drag and/or directly the bones, search for 'skirt' - 'sleeve' - 'ribbon' to adress respective parts
