I'm going to have to respectfully disagree with etegiwg, and say that having Gabriel look like he took form from the clouds gives the piece a majestic feel, especially the way the clouds darken towards the bottom and (to my eye) provide the contrast of "lit by the heavens" above and roiling storms below.
