Yeah that was the confusing bit, surely he should've got chopper first then if he still really wanted to get the horse back, do that at the end

In the manga, Luffy does not choose a horse that isn't even a part of Foxy's crew. Luffy chose Chopper in the manga. It's the one part in the anime that I absolutely hate. It completely messes up Luffy's entire character. To Luffy, his crew is above everything else. There is no way that he would ever choose something else before Chopper.
